A former senior federal prosecutor and section chief with more than fifteen years of litigation experience, Cassie D. Palmer brings trial acumen, seasoned judgment, and strategic insight to high-stakes disputes. For more than a decade, she served in the U.S. Attorney’s Office for the Central District of California, where she earned a national reputation for success in landmark corruption, securities-fraud, and civil-rights prosecutions.

As a trusted advocate for major corporations, institutions, executives, and high-profile individuals, Ms. Palmer helps clients navigate sensitive government investigations, complex commercial disputes, and reputationally significant litigation.

She was honored as the Los Angeles County Bar Association’s 2025 Prosecutor of the Year and was a two-time nominee (2020 and 2024) for the Attorney General’s Award for Distinguished Service, one of the highest honors awarded to federal prosecutors. She has also received commendations from the FBI and IRS Criminal Investigation Division for her outstanding work and prosecutive skills.

During her leadership tenure of the Public Corruption and Civil Rights Section, Ms. Palmer led some of the most consequential prosecutions in Los Angeles history. She tried nine jury trials and argued multiple cases before the Ninth Circuit Court of Appeals. Ms. Palmer served as co-lead trial counsel in the multi-year City Hall corruption investigation that uncovered a sweeping pay-to-play scheme involving elected officials, developers, and corporate entities—resulting in more than ten convictions, including the Central District’s first-ever federal racketeering conviction of an elected official, former Los Angeles City Councilmember José Huizar, as well as the trial convictions of former Deputy Mayor Raymond Chan and several real-estate developers who bribed them.

A current member of the Executive Committee of the Criminal Justice Section of Los Angeles County Bar Association, Ms. Palmer’s experience spans complex financial-crime and public-integrity matters. She was lead trial counsel of a complex securities-fraud and money-laundering case involving manipulation of penny-stock prices that caused more than $215 million in investor losses, and she prosecuted a $200 million fraud targeting the military’s Tricare health-care program. She also handled high-profile civil-rights and police-misconduct cases involving illegal firearm sales, drug trafficking, extortion, excessive force, and retaliation against protected speech.

Before joining the U.S. Attorney’s Office, Ms. Palmer practiced at Kendall Brill & Kelly, representing major studios, television producers, video-game developers, and online content providers in complex business litigation and internal investigations. Her work reflects a deep understanding of the intersection between media, governance, and reputational risk. Ms. Palmer also maintains a strong commitment to pro bono service: she successfully challenged systemic racial segregation in Arizona’s prisons, securing a statewide injunction that dismantled the unlawful practices and reinforced constitutional protections under the Equal Protection Clause.

Ms. Palmer clerked for the Honorable Arthur L. Alarcón of the U.S. Court of Appeals for the Ninth Circuit and the Honorable Virginia A. Phillips of the U.S. District Court for the Central District of California. She earned her J.D., magna cum laude, from Loyola Law School, where she served as Chief Articles Editor of the Loyola of Los Angeles Law Review, and her B.A., summa cum laude, from the University of Utah.
